Evaluation Process


 

In 2025, I was promoted from Associate to Full Professor. The process involved these steps:

  1. Recommendation by Promotion Recommendation Committee (PRC)
  2. Recommendation by Dean of College of Liberal Arts (CLA)
  3. Recommendation by Vice-President for Academic Affairs (VPPA)
  4. Approval by Faculty Council (FC)
  5. Approval by Faculty Meeting (FM)
  6. Approval by Board of Trustees (BoT)

Dr. Salton joined ICU on September 1, 2018, as an Associate Professor (New rank system) of International Relations. The PRC conducted an interim review in his 3rd year in October 2021. Since this is his sixth year as an associate professor at ICU, we, members of the Promotion Recommendation Committee (PRC), conducted a final review of his progress toward meeting the qualifications for promotion to full professor.

Final Review

We used the official Units Table to examine whether Dr. Salton has fulfilled his requirement for promotion to full professor. According to the ICU Units Table for the Promotion Process of Associate Professors (Under the New Rank System) to Professors (Version 2019), Dr. Salton needs to obtain 150 or more units to meet the basic requirements for the promotion. Out of the 150+ units, 70 units must come from the required three categories: 30 units from research, 20 units from education, and 20 units from service. The remaining 80 units, elective elements, can come from any of the three categories of elements.

1) Research

Since he began his position as Associate Professor in September 2018, Prof. Salton has published two single-authored books (The Peacemaker? The Role of the United Nations in International Relations [original: “L’Artisan de la Paix? L’ONU dans les Relations Internationales], 2024) and The United Nations: A Critical Introduction [original: “Le Nazioni Unite: Un’Introduzione Critica”], 2023 (2 x 20 = 40 points), and co-authored one book (The Role of Leadership in International Relations: Sources, Typologies, and Disciplinary Perspectives [original: “La Leadership nelle Relazioni Internazionali: Fonti, Tipologie, e Prospective Disciplinari”]) (1 x 10 = 10 points).

In addition, he also secured two book contracts with Oxford University Press in 2024. One he mentioned in his personal statement, the other he informed the chair by email in October 2024. Because these contracts are for books that are going to be published in the future, they are not officially counted in this evaluation; however, the PRC demonstrated that the continued research output of Prof. Salton.

He published two refereed journal articles (“Peacebuilding, peacekeeping, and the ‘balance of bureaucratic power’ in Kofi Annan’s Secretariat, and “The Hand that Holds the Pen’: Boutros Boutros-Ghali, Peacekeeping and American Influence Over the United Nations Secretariat in the Early 1990s”) (2 x 5 = 10 points) and 15 book reviews (15 x 2 = 30 points). The book reviews are not individually listed below but can be found on his ICU Researcher Information System page (Total: 90 Points).

Since Prof. Salton joined ICU in September 2018, he has given 17 conference presentations, most of them at international conferences (34 points). In addition, he gave 8 public lectures, many of them at highlighted renowned institutions, universities, and JICA (16 points).

Prof. Salton is the principal investigator of two KAKENHI grants in aid. One for a project on The United Nations Secretariat (2024-2027) and another on The Influence of the US and China on the United Nations Secretariat (2020-2023). In addition, he was also a collaborator in the European Cyber Diplomacy Network, funded by the European Union (Total: 20 points).

Dr. Salton has also occupied leadership roles in professional associations, such as Deputy Director, Tokyo Office, Academic Council on the United Nations System (ACUNS), Deputy Secretary-General, Global Peacebuilding Association of Japan (GPAJ). He has been an external reviewer for the journal “Ethics and International Affairs” (Cambridge University Press) and for academic monographs for Oxford University Press.

2) Education

Prof. Salton is a dedicated teacher, who enjoys teaching and has offered a wide range of courses in the IR major, as well as GE courses. In addition to specialized courses for NOHA and Rotary students. Since 2018, Prof. Salton has taught between 15 and 19 units.

Between 2020 and 2024, Prof. Salton has been the senior thesis advisor of an average of about 5-7 senior thesis students and the M.A. course advisor of between 2 and 4 GS students (Total: 29 points).

3) Service

From the beginning, Prof. Salton has been an exceptionally active member of the ICU community contributed to a large number of committees and served in a wide range of administrative positions.

Especially noteworthy is his contribution to the Rotary World Peace Center, the NOHA Program, and the Diplomatic and International Public Service Program (DIPS), which he oversaw.

He was also the Co-Coordinator of the NOHA program, which included thesis supervision, internship interviews, and many other duties, not all of which are reflected on the ICU portal.

4) Conclusion

In summary, the following table shows the number of points Dr. Salton has accumulated between AY2018 and AY2024. In total, he has accumulated 218 points. This far exceeds the minimum requirement for the promotion to full professor. The PRC considers Prof. Salton an outstanding academic researcher with an exceptionally strong publication and research track record, a devoted teacher and advisor who made extra efforts to measure his own teaching by conducting his own survey among his students, in addition to the TES.

Since he joined ICU, he has almost from day one be an active member of our community, contributing very actively to the Rotary Peace Program, which is often a very time-consuming task because it involves dealing with high-maintenance international M.A. students.

Dr. Salton also filled the role of Human Rights Advisor and co-chaired the Diplomatic and International Public Service Committee and the teaching program for more than four years. After consultations with the Promotion Recommendation Committee (PRC) and after reviewing the research, teaching, and university service, the PRC concluded that Prof. Herman Salton should be promoted to Full Professor effective April 2025.
