What do the UN, ISIS, Gandhi, the US, the Pope, and Hitler have in common? This eclectic mélange of people, organizations and states would seem to have little in common. Yet a common denominator exists among them and is the context in which these actors operate (or have operated). All of them exercise a form of international leadership, understood as the ability to identify, plan, and achieve goals which are shared across national borders.
By asking what international leadership means, how it manifests itself, who exercises it, and why, this book introduces readers to a subject that is notoriously difficult to pin down. In our era of constant global emergencies (pandemics, but also terrorism and environmental disasters), our collective need for international leadership has never been stronger, yet its presence has never been more elusive.
Nor is leadership necessarily positive, as suggested by the inclusion of Hitler and ISIS in our case studies. Leadership and ethics are distinct: though the actions of a leader may well be unpalatable and even repugnant, there is no leadership without followers, and even if the leader in question may seem ‘eccentric’ and even reprehensible to us, it is important to ask what type of leadership they exercise, how, and for what purposes.
